The National Human Rights Commission of Mongolia has initiated the study on “Causes and conditions of Irregular relations in State Military units and military organizations” in cooperation with the Ministry of Defence, the General Staff of the Mongolian Armed Forces, the General Border Protection Agency, and the Internal Military Staff.
The research working group meeting was held on 21 May 2021. The meeting was attended by Acting Chief Commissioner Khunan Jargalsaikhan, Commissioner Enkhbold Batzeveg, Director of the Secretariat of the Commission Altangerel Choijoo, Supervising Prosecutor of the Monitoring, Evaluation and Training Division of the General Prosecutor’s Office Ts.Munkhbat, First Deputy Chairman of the Ministry of Defence Brigadier General Ts.Javkhlanbaatar, General Inspector of the Ministry of Defence Colonel J.Boldbaatar, Head of the Military Service Organization Department of the General Authority for Border Protection and other officials.
The purpose of the study is to research the enjoyment of the right to liberty and security of military personnel, including the causes and conditions of loss of life and health in Military units and military organizations, and the forms, manifestations, and effects of irregular relations arising from the command chain, analyze the compliance of laws and regulations governing military service in line with the human rights principles and norms and provide recommendations to relevant parties.
According to research, in the last eight years, 125 crimes against military service were registered of which 98 (74.8 percent) were acts of violence or threats of violence that were committed by the military personnel against other military personnel. Therefore, it is important to study the implementation and enjoyment of the right to liberty and security, the cause of loss of life and injury, and to identify contributing factors and prevent such crimes.
The working group will be chaired by Commissioner Dr. Enkhbold Batzeveg, the Acting Head of the Education and Research Division Z.Unurjargal will act as a coordinator and Senior Specialist of the Complaints and Inspection Division A.Shinebayar will act as the secretary of the working group.
