Concerning conditions of detention facilities of provinces

A working group led by the Commissioner Enkhbold Batzeveg of the National Human Rights Commission of Mongolia worked in a number of provinces. The working group met with local authorities to monitor the situation during the COVID-19 and whether the applied measures are in line with human rights principles. The Commissioner also met with local law enforcement officials, visited and monitored detention facilities, and their conditions.

Uvurkhangai province: The working group inspected the operation of the General Executive Agency of Court Decisions’ detention facilities, and monitored the conditions of detainees and the overall compliance with human rights principles. During the inspection, the conditions of the detention center for public intoxication, arrest and detention did not meet the required standards, and the conditions resulted in the violation of the right to live in a healthy and safe environment.

Bayankhongor province: Due to the increase in COVID-19 cases in the province, there is a risk of agglomeration and violation of COVID-19 preventive procedures depending on the availability, conditions of detention facilities. Therefore, the detention facilities are trying to adopt other measures instead of detaining.


According to the law, the detention center will be transferred to the General Executive Agency of Court Decisions, but this process will be carried out gradually until 2023, during this time the Commission will focus on improving the conditions of detention facilities, as there is a potential risk of human rights violations.
